RESOLUTION OF THE SOMERSET COUNTY BOARD OF COUNTY COMMISSIONERS IN SUPPORT OF PROMOTING FOUR MAJOR GOALS IN RESPONSE TO CLIMATE CHANGE
November 23, 2021
WHEREAS, the warming of the Earth’s air, lands and waters over the past two centuries now poses the greatest existential threat humanity has faced in the last 50,000 years; and
WHEREAS, the Somerset County Board of County Commissioners embrace the global scientific consensus on the role human activities have played in such warming, primarily by combusting fossil fuels to produce power and heating and by converting forests to agricultural, industrial, commercial, and residential use; and
WHEREAS, all nations should respond, with the U.S. bearing a special responsibility given our leadership position and our having generated more of the fossil fuel emissions to date (20%) than any other nation; and
WHEREAS, the Commissioners support immediate, strong, comprehensive action at local, county, state, and federal levels to address the climate crisis all humans now face; and
WHEREAS, we believe government action should be focused on four major goals using the strategies, policies and tools appropriate to each government level; and
WHEREAS, we recognize that most people find major change threatening rather than exciting, but we have no choice if we wish to save what is most important for us and our descendants: being able to enjoy satisfying lives on our Earth; and
WHEREAS, we must immediately pursue these four goals if we want to leave a habitable planet for present and future generations:
- End Emissions Achieve the net-zero GHG emission targets called for by scientific and international bodies, including the UN’s Intergovernmental Panel on Climate Change and the International Energy Agency. Although the specific objectives for nations and economic sectors will evolve with new data, analysis, experience, and technologies, we must hold overall global warming to 1.5C to reduce the risk of catastrophic climate change.
- Cool Back Down Discover and deploy best practices and effective technologies to remove from our air and waters and permanently store as much CO2 as is required to return the Earth to the temperatures of the late 1800s. We must not accept a “new normal” of higher temperatures that will continue to melt polar and glacial ice, thaw the permafrost, and drive disruptive weather, including catastrophic floods, drought, wildfires, famine and disease.
- Minimize the Pain Acknowledge and address the job losses caused by decarbonization. Make the lands and waters inhabited or used by humans and other species, as well as the ecosystems and activities they rely upon, less vulnerable or more resilient to the now unavoidable impacts of climate change.
- Create a Fairer Environment Fossil fuel pollution and global warming have injured low-income communities and communities of color more than middle- and high-income communities. As we restructure our relationship to our planet Earth, we should end that inequality.
NOW THEREFORE BE IT RESOLVED, that the Somerset County Board of County Commissioners does hereby endorse the implementation of strategies and policies that support the goals stated above for the benefit of present and future generations.
BE IT FURTHER RESOLVED, that the Somerset County Board of County Commissioners does hereby direct and authorize the Clerk of the Board to send a copy of this Resolution to all Federal representatives and the Governor of the State of the New Jersey, to all Counties within the State, and to all state legislators, municipalities and planning boards within Somerset County.
I, Kelly L. Mager, Clerk of the Board of County Commissioners of the County of Somerset in the State of New Jersey, do hereby certify that the foregoing is a true copy of a Resolution adopted by said Board of County Commissioners at its regular meeting of November 23, 2021.
Kelly L. Mager, Clerk of the Board
Approved as to Form and Legality
