Started in 1997, the Home Detention Program (HDP) serves Somerset and Hunterdon County youth between the ages of 12-18 years old who are currently in detention or in jeopardy of being returned to detention as part of a disposition (sentencing).

All referrals to the Home Detention Program are made by the Family Court Judge. In general, it takes about three to five days from time of referral to release on the Home Detention Program, depending on the nature of the offense. 

Juveniles are supervised 24 hours a day, seven days a week through the use of a non-removable, electronic monitoring ankle bracelet. They are also supervised through face-to-face visits with the Juvenile Case Manager, who may meet with the juvenile at home, school, and/or place of employment. 

The Juvenile Case Manager also ensures that youth are linked with school, counseling, substance abuse treatment, and employment, depending on individual needs. While on the Home Detention Program, youth are not permitted to leave their homes without pre-approval from the Juvenile Case Manager. The Juvenile Case Manager and other program staff are on call 24 hours a day, seven days a week. 

Prior to being placed on the Home Detention Program, youth and their parent/guardian must sign a Home Detention Agreement Form (click here for Spanish version) and an Individualized Case Plan. Failure to abide by the Contract and Case Plan may result in a juvenile’s return to detention until released by the Family Court Judge.
